Building Regulations explained properly
“300mm” is not the law. The performance target is the U-value.
For roof upgrades in existing dwellings in England, Approved Document L uses a whole-element U-value target. The required thickness depends on the product’s thermal conductivity, joists, air gaps and the complete roof build-up.

Do Building Regulations literally require 300mm of mineral wool?
No. Building Regulations set thermal-performance requirements, normally expressed as a U-value for the complete roof element. Around 270–300mm of conventional loft roll is a common way to approach modern performance, but the correct thickness depends on the exact material and construction.
Why can TLX be better where loft space matters?
A rafter-level multi-foil system can preserve more useful floor area than simply laying deep wool under storage boards. It can also become part of a future roof-level insulation strategy. It is not an automatic substitute for every wool build-up: the roof, air spaces, ventilation, moisture risk and target U-value must all be checked.
Can a loft become a habitable room after this work?
Insulation alone does not make a loft legally habitable. A conversion normally requires Building Control approval and may involve structural floors, stairs, fire protection, escape provisions, ventilation, windows and electrical work. The insulation system should be designed as part of that wider project.
Can you simply add another 100mm over existing insulation?
Sometimes. A top-up may be sensible where the existing layer is dry, clean and correctly installed. If it is contaminated, heavily compressed, patchy or obstructing ventilation, removal and a fresh build-up is usually the better technical solution.
Why does multi-foil need air gaps?
Reflective insulation derives part of its performance from adjacent low-emissivity surfaces and specified air spaces. Compressing the product or omitting the required gaps can reduce its performance, so manufacturer installation details must be followed.
